根據(jù)我國(guó)相關(guān)法律法規(guī)和《中華人民共和國(guó)海關(guān)總署與老撾人民民主共和國(guó)農(nóng)林部關(guān)于老撾新鮮豆類輸華檢驗(yàn)檢疫要求議定書》規(guī)定，允許自本公告發(fā)布之日起生產(chǎn)的、符合檢驗(yàn)檢疫要求的老撾新鮮毛豆、菜豆和豇豆等新鮮豆類進(jìn)口。現(xiàn)將進(jìn)口老撾新鮮豆類檢驗(yàn)檢疫要求予以公布。

進(jìn)口老撾新鮮豆類檢驗(yàn)檢疫要求
一、檢驗(yàn)檢疫依據(jù)
（一）《中華人民共和國(guó)進(jìn)出境動(dòng)植物檢疫法》《中華人民共和國(guó)進(jìn)出境動(dòng)植物檢疫法實(shí)施條例》《中華人民共和國(guó)食品安全法》《中華人民共和國(guó)食品安全法實(shí)施條例》《中華人民共和國(guó)進(jìn)出口商品檢驗(yàn)法》《中華人民共和國(guó)進(jìn)出口商品檢驗(yàn)法實(shí)施條例》。
（二）《進(jìn)出口食品安全管理辦法》。
（三）《中華人民共和國(guó)海關(guān)總署與老撾人民民主共和國(guó)農(nóng)林部關(guān)于老撾新鮮豆類輸華檢驗(yàn)檢疫要求議定書》。
二、允許進(jìn)口產(chǎn)品
老撾輸華新鮮豆類是指在老撾境內(nèi)種植和加工的供人類食用的飽滿且未成熟的新鮮連莢的毛豆【Glycine max ( L. ) Merr】、新鮮菜豆（Phaseolus vulgaris Linn）和新鮮豇豆【Vigna unguiculata (L.) Walp】。
三、生產(chǎn)企業(yè)要求
老撾輸華新鮮豆類生產(chǎn)企業(yè)有責(zé)任確保其輸華新鮮豆類符合中國(guó)食品安全和植物檢疫相關(guān)法律法規(guī)以及中國(guó)食品安全國(guó)家標(biāo)準(zhǔn)。
老撾輸華新鮮豆類生產(chǎn)、加工、存放單位均須經(jīng)老撾官方檢查、推薦并擔(dān)保，經(jīng)中方注冊(cè)。
四、植物檢疫要求
（一）老撾輸華新鮮豆類應(yīng)符合中國(guó)的植物檢疫法律法規(guī)。
（二）老撾輸華鮮毛豆不得帶有下列檢疫性有害生物：螺旋粉虱Aleurodicus dispersus、木薯綿粉蚧Phenacoccus manihoti、大洋臀紋粉蚧Planococcus minor、刺蒺藜草Cenchrus echinatus、飛機(jī)草Eupatorium odoratum L.、薇甘菊Mikania micrantha Kunth。
（三）老撾輸華鮮菜豆不得帶有下列檢疫性有害生物：螺旋粉虱Aleurodicus dispersus、瓜實(shí)蠅Bactrocera cucurbitae、南瓜實(shí)蠅Bactrocera tau、蠶豆象Bruchus rufimanus、扶桑綿粉蚧Phenacoccus solenopsis、大洋臀紋粉蚧Planococcus minor、薇甘菊Mikania micrantha Kunth。
（四）老撾輸華鮮豇豆不得帶有下列檢疫性有害生物：螺旋粉虱Aleurodicus dispersus、瓜實(shí)蠅Bactrocera cucurbitae、新菠蘿灰粉蚧Dysmicoccus neobrevipes、扶桑綿粉蚧Phenacoccus solenopsis、薇甘菊Mikania micrantha Kunth。
（五）老撾輸華新鮮豆類必須在老撾進(jìn)行采摘、挑揀等加工程序，剔除莖稈、葉片，不得帶有活蟲、蟲卵、土壤，不得混有雜草種子、植物殘?bào)w和砂礫等雜質(zhì)。
（六）老撾輸華新鮮豆類裝運(yùn)前，裝運(yùn)工具要進(jìn)行徹底的檢查，防止有害生物混入。
五、植物檢疫證書要求
老撾官方應(yīng)對(duì)每批符合議定書要求的輸華新鮮豆類出具植物檢疫證書，并在附加聲明欄中注明以下內(nèi)容：
（一）老撾輸華鮮毛豆植物檢疫證書附加聲明欄中注明：“該植物檢疫證書所證明的鮮毛豆由XXX（具體生產(chǎn)企業(yè)）生產(chǎn)，符合中老雙方于2021年4月12日在北京和萬象簽署的關(guān)于老撾新鮮豆類輸華檢驗(yàn)檢疫要求議定書的規(guī)定，不帶有螺旋粉虱Aleurodicus dispersus、木薯綿粉蚧Phenacoccus manihoti、大洋臀紋粉蚧Planococcus minor、刺蒺藜草Cenchrus echinatus、飛機(jī)草Eupatorium odoratum L.、薇甘菊Mikania micrantha Kunth等中方關(guān)注的檢疫性有害生物。”(“This fresh vegetable soybean covered by this Phytosanitary Certificate was produced by the name of production, processing and storage establishment, comply with the requirements of Protocol between China and Laos on Inspection and Quarantine Requirements for the Export of Fresh Beans from Laos to China, signed on April 12, 2021 in Beijing and Vientiane, is free of the following quarantine pests of concern to China: Aleurodicus dispersus, Phenacoccus manihoti, Planococcus minor, Cenchrus echinatus, Eupatorium odoratum L., and Mikania micrantha Kunth”.)
（二）老撾輸華鮮菜豆植物檢疫證書附加聲明欄中注明：“該植物檢疫證書所證明的鮮菜豆由XXX（具體生產(chǎn)企業(yè)）生產(chǎn)，符合中老雙方于2021年4月12日在北京和萬象簽署的關(guān)于老撾新鮮豆類輸華檢驗(yàn)檢疫要求議定書的規(guī)定，不帶有螺旋粉虱Aleurodicus dispersus、瓜實(shí)蠅Bactrocera cucurbitae、南瓜實(shí)蠅Bactrocera tau、蠶豆象Bruchus rufimanus、扶桑綿粉蚧Phenacoccus solenopsis、大洋臀紋粉蚧Planococcus minor、薇甘菊Mikania micrantha Kunth等中方關(guān)注的檢疫性有害生物。”(“The fresh kidney bean covered by this Phytosanitary Certificate was produced by the name of production, processing and storage establishment, comply with the requirements of Protocol between China and Laos on Inspection and Quarantine Requirements for the Export of Fresh Beans from Laos to China, signed on April 12, 2021 in Beijing and Vientiane, is free of the following quarantine pests of concern to China: Aleurodicus dispersus, Bactrocera cucurbitae, Bactrocera tau, Bruchus rufimanus, Phenacoccus solenopsis, Planococcus minor, and Mikania micrantha Kunth”.)

六、食品安全要求
老撾輸華新鮮豆類從包裝、貯存到運(yùn)輸?shù)娜^程，均應(yīng)符合中國(guó)和老撾的相關(guān)安全衛(wèi)生要求，防止受到致病微生物或有毒有害物質(zhì)的污染。
七、包裝要求
老撾輸華新鮮豆類必須用干凈、衛(wèi)生、透氣、新的、符合植物檢疫要求的材料包裝。每一包裝上應(yīng)有明顯的“本產(chǎn)品輸往中華人民共和國(guó)/This product will be exported to the People's Republic of China”字樣以及產(chǎn)品的品名、產(chǎn)地、加工單位及其注冊(cè)號(hào)、出口商的名稱及地址等中文或英文信息。
八、其他
老撾輸華新鮮豆類應(yīng)來自獲得中方注冊(cè)的生產(chǎn)企業(yè)。獲得注冊(cè)的老撾輸華新鮮豆類企業(yè)名單，可通過海關(guān)總署網(wǎng)站查詢。
